Mayor and City Council are pleased to announce the appointment of Ms. Lillian L. Nazzaro, Esq. to the position of City Manager effective January, 16, 2024. Following an extensive and comprehensive executive search process, Ms. Nazzaro was voted in unanimously at last night’s Council meeting. She succeeds City Manager Donna Vieiro who will be retiring at the end of the year.
Ms. Nazzaro has worked in administration for Mercer County, New Jersey for almost 20 years. Most recently she served as County Administrator since 2020, and Deputy County Administrator in 2019, where she led contract negotiations, ran day-to-day operations, and oversaw all County departments. She started her career in New Jersey’s Capital County as Assistant County Counsel and was promoted to Deputy County Counsel in 2018 where she successfully litigated high-exposure civil lawsuits in both State and Federal Courts. Ms. Nazzaro earned a Juris Doctor from the University of Dayton School of Law and a Bachelor of Arts in Psychology from Temple University.
“With the assistance of Thomas Czerniecki of Jersey Professional Management, we reviewed 36 candidates for the role and narrowed it down to 6 semifinalists,” said Mayor John Moor, “We were impressed by Lillian L. Nazzaro’s broad base of experience, demonstrated leadership, and proven management capabilities. I am confident Lilly is the right choice for Asbury Park and will be able to effectively implement the polices we set. We are grateful to Donna Vieiro for her leadership over the last 4 years and wish her well in retirement.”

Nazzaro, who was the first woman appointed as County Business Administrator in Mercer County history, is an accomplished professional with a proven track record and her legal experience will make her an invaluable asset to this administration,” said Deputy Mayor Amy Quinn, “As City Manager, Lilly will oversee day-to-day operations, strategic planning, and implementation of policies to further enhance the quality of life of Asbury Park residents. We welcome her to the team and thank Donna Vieiro for her incredible service to our community.”

Ms. Nazzaro lives in Hopewell, New Jersey with her family on a small farm where she raises and breeds alpacas. She also has a special connection to the Jersey Shore, where she has been visiting since childhood.
